Trump is not empowered to create a dedicated space force. That would require amending the National Security Act of 1947 (which created the US Air Force) and is something only the Legislative Branch can do.

He told pentagon to study it. He is not empowered to act without congressional approval upon it.
But that is hardly relevant to the fact that militarization of space will greatly accelerate just because of this.
