Republicans control all three branches of government. Voting against something is not obstructionism. Even if it were, Democrats can't possibly obstruct unless they get Republican help.
If you want to see obstructionism, how about the last (Republican) Senate not doing their job by refusing to consider Obama's court nominees? This is literally the job of the Senate, and they refused to even hold votes.
For the second part, voters have short term memories....and too bad for Hillary she didn't make that a campaign issue. I think if GOP candidates will campaign how that Dems opposed the tax cuts and how that Dems have said they will resist Trump and the GOP, ....so now, more than likely, they'll try to obstruct a SCOTUS nominee. The Dems have no message going into the midterms other than resist Trump.
