If I'm not mistaken, that is how the system is supposed to work.

That's how the system is supposed to work. But it doesn't seem to really work that way much these days. The last amendment was 26 years ago and that one was originally proposed in 1789. And other than acts to reauthorize existing spending programs and rename post offices, congress hasn't really gotten much done in recent years. The systems is more or less broken I'm afraid.
