the dems could win a heap of state legislative seats, governorships, Senate and House races and pass and have the required number of states approve some constitutional amendments . . . .
If I'm not mistaken, that is how the system is supposed to work.
It isn't broken, it is apathy and lack of participation. It can work when people care.
