It isn't broken, it is apathy and lack of participation. It can work when people care.
Folks running the dem party over the last few years have seen the loss of 1000 state legislative, congressional and gubernatorial seats and persist in putting up unelectable candidates . . .
Tough to blame (or beat) the 'pubs when the problem is 'in house'.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
