No, a president is not allowed to break laws. That includes treaties, by the way. The Presidency is only *one* branch of the government. The Congress is another, fully equal branch and can overrule the President or even impeach and convict him if need be. Furthermore, it is *only* Congress that gets to decide what is and is not allowed during an impeachment hearing. And if Congress decides the President committed treason and convicts him, that is legal and even as things were intended to operate.
