Who suppose to deserve pardon and who does not?
On one hand you got the hell.
On the other there is no hell.
It seem all very very confused in your religion.
There is nothing confusing except you are claiming you are confused. If love loves goodness it hates it's opposite, it's negation. Those who rebel against the Compassionate Lord, deserve hell. Those who deserve hell but seek his pardon and seek his grace, will find him the most compassionate, and he will aide them through his mercy and help and power, in ways they could not imagine.
Those who love what has no value but is exact opposite, the negative value, the evil, as much or more then God, and mix good and evil, are the definition of injustice and evil, and their place is hell forever.
