I think that at least some of people's misconceptions and animus toward government jobs (and government employees) boils down to the fact that they take their own jobs and situations..where they are poorly treated and exploited - to be the proper norm, the right way to do it..and if so, it can seem strange. Take the classic four guys one shovel routine. When you see a 15 up 15 down labor rotation it seems like maybe those guys are just grifting the public till.
-but there's a reason for 15 up 15 down rotations..and there are even applications of 5 up 55 down rotations - where you're paying a guy to be there and be available for an hour even though you're only expecting five minutes of work an hour. Federal and state governments are not interested in being responsible for a raft of heat casualties, legal claims, or insurance issues.
Those arrangements exist to protect the fed and the state from additional costs, not to find a way to pay a guy to do nothing.
