They should report it (and early).  

So you can invent a new excuse to reject them .It does not matter how long .

So you don't think that it becomes more difficult to gather evidence as time passes? Waiting for an oppurtune time to make claims with little evidence to support them, also doesn't help ones case. I stand by reporting early, and even if one doesn't think anything will come from it. It should still be investigated and on record (sooner rather than later).

Any evidence should be collected, and it should proceed as the evidence allows.
