That's what makes the abuse of those regimes so predictable. OFC they don't have the best interests of their citizenry at heart..and there's nothing that their citizenry can do about that short of castrating them and replacing their regimes with a representative government.
OFC, representative governments in the middle east appear to be representative of a bunch of retrograde assholes...so, while it seems like an ideological improvement..it isn't guaranteed to be a practical one. MBS, despite being an asshole, actually is more progressive than his contemporaries and, as far as can be told, more progressive than "we the people" of allah-istan....while being no more or less brutal or despotic.
I'd lay this at the feet of a process that we're familiar with here in the states. Authoritarian shitwads who want to exploit their citizenry cultivate an idiot caste for popular support.
