It's already happened with Trump's travel ban from mostly Muslim countries that he signed after he was in office a week. The Supreme Court upheld the executive order in June.

Trump can make noise and cause havoc -- he's demonstrated that adequately.
But none of that is permanent; neither are executive orders.
