Our recent misadventures in the middle east strongly suggest that, yes, it can.
A more stinging criticism in this regard is that even if we could, we probably wouldn't. The crushing majority of gun owners are going to go along with their governments, not fight against them. We can sit here and imagine what our country would do and how we would respond..but if the us declared itself an ethnostate, for example...a statistically significant portion of gun owners would be popping off rounds in celebration rather than defiance, lol.
And in the middle East - US troops were not being told to nengasge US citizens...
I think the CinC that tries giving that order will have a very short career.....
