I guess it was logical to bring back the Emperor since they killed Snoke in the last one and there is no time to introduce new baddie and then kill him so they opted for the old one.
1. The emperor has returned before in the comics by using cloned bodies and transferring his conciseness to them
2. And it's only the ruins of a death star not an operational version "wreckage from one of the first two Death Stars appears to play some role in the upcoming The Rise of Skywalker.[13]"

Meh, I'll see it, I watch the fans foam at the mouth, and I won't have to pay for that part of the fun.
