That would help offset the fact that civilization defeats evolution. Rather than survival of the fittest, everyone survives. It weakens the gene pool.
It's a dystopian idea but sometimes it's fun to contemplate.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.
