It's more a case of what's been done to the poor young members.  "Attempted to bite Garda Z's ear off" is at the lower end of the scale.

There are exceptions of course.  As a general thing, the Guards just want to get you to where you're going with a minimum of fuss.  The RUC (even in it's present incarnation) want to get you to a secluded side-street for a wood shampoo.
