No one back then felt like they where down sized into public housing most came from shot gun single room shack with no running water and not electricity. people used still used out houses back then! My dad and his family themselves lived in an old abandon school bus set on the ground with a dirt floor they would have been happy to live in a public housing project, but where the wrong color.
So no, the VAST majority where not forced into anything. they willingly left their shite holes for modern living.
