If that were the case, then homosexual incest wouldn't carry the same penalties as heterosexual incest.  Further, some countries prohibit sex between step siblings or step parents and adult step children, which unions have absolutely no more genetic risk than sex between perfect strangers.

Incest is frowned upon due to the *ick* factor, nothing more.
