Of course they do not. I am completely aware of the situation. In many places, it is utter anarchy -- refugees mixing with militia, governments disguising their militia as angry tribes and nothing more, governments providing the weapons for genocide, deadly exorcisms performed on children, etc. Most of Africa is a melting pot of fleeing citizens and "bad guys." When the shit hits the fan, they all run and wind up in a different place, but with the same people and the same issues all over again.

Why? I don't think it is a solution at all, but I don't see how it is any different than suggesting they blow people's heads off with automatic rifles. Violence is violence and it begets violence.
