"Overwhelmed" means having to deal with a situation that exceeds your resources. When I was stationed at a particular Air Force Base, there was a huge flood in the area and thousands had to evacuate their homes. We opened up buildings on the base to accept evacuees. They were pouring in and we didn't have the resources to provide them with toothbrushes and soap, etc. as they came in. After a while we were able to provide these things, but we didn't have hundreds or thousands of new people coming in every day.
I'm well aware of what 'overwhelmed' means, tyvm. I just said it doesn't excuse being an accessory.
To be clear, I don't blame border patrol agents for the deplorable sanitary conditions at the camps. I blame them for being part of a system to allows and encourages these conditions to continue. That being said, I do blame the agents for the rapes, and for the physical and psychological abuses at the camps.
'Just following orders' didn't work in 1946 and it doesn't work today.
