That makes sense (the behaviour evaluation bit, not the OLB bit).
ANY dog can bite, and for a variety of reasons. An isolated dog bite doesn't always mean that that particular animal is a danger to people.

A dog we used to have was never aggressive. She was a relatively small dog. One day she was sleeping curled up on the couch. My granddaughter tripped and fell onto the couch right in front of Lady. She woke up startled and she snapped...she didn't make contact. Once she realized what had happened she was fine. So, yeah, I agree that a single aggressive action should be evaluated.
