I stand corrected. The law now says if a dog bites a human, its behaviour will be evaluated, instead of putting it down.

Well, in cases like the Detroit one, it's pretty obvious that those dogs should be destroyed.  I'd be highly suspicious of a behaviour evaluation that found otherwise.
