That makes sense (the behaviour evaluation bit, not the OLB bit).
ANY dog can bite, and for a variety of reasons. An isolated dog bite doesn't always mean that that particular animal is a danger to people.

In my neck of the woods, no matter the reason, a single reported/treated bite gets the dog put on a list at minimum. A second incident gets mandatory regulatory agency involvement. Not many survive the third incident.
