It is hardly a de jure question. It will be a emotional question. Wales and Scotland will be remembered as the last of the late great British empire when in what was Britain, there now exist a hard border between England, Scotland and Wales.
It's precisely a de jure question, as the British Empire was a de jure empire, not merely a de facto one (as is the US). No one with any actual knowledge of the issue looks on Wales and Scotland as the last of the British Empire. If those two places ever devolve, it will be looked upon as the end the UK, not the BE.
