As someone who was born in Panama City this actually drives me nuts! Both my parents were stationed down in Panama City. Mom was Air Force, and Dad was Navy. My Dad is of Panamanian descent though. His family immigrated to the U.S. when he was 5. I have white skin and in theory I can consider myself Latino. However once I put it on a job application and my employer said "On your application you state you are of Hispanic heritage but you're white". I really hope this guy went home and googled what being Latino or Hispanic heritage means and that it has nothing to do with race.
