Impeachment is a political process. It is only tangentially a legal one in that it has the force of law.
But why would she include Republicans anyway (as if any of them would agree to it)? The whole point of her impeachment managers is to present the case against the President. What you're looking for is akin to requiring a legal team prosecuting for murder to hire attorneys who think the defendant is innocent.
