If the Golden Calf was built this way; we can understand where the idea of the offerings might've came from.
Samiri threw dust from the track of Moses; later Greeks used to throw people instead inside the bull.
But the golden calf wasn’t built that way. It was solid - you couldn’t have put anything in it if you wanted to. And there’s no evidence that the Israelites made their burnt offerings on anything but an altar.

That's why I used the word "evolved". According to the Quranic story; Samiri threw dust collected from the track of the messenger on the materials used to create the calf.
The calf was destroyed then by Moses. I can easily picture the idea evolving to include using human scapegoats instead of the dust.
