The "lowing sound" is a direct pointer to the calf being hollow from the inside, when you stuff people inside and ignite it, they burn and the lowing sound is made.
You’re confusing the calf with the bull.
According to the original story, the calf was solid - it couldn’t have been otherwise. The embellishments made centuries later by the illiterate Mohammed are of no moment (in other words, Mohammed got the story wrong).
In any case, there is no record of the Israelites burning their offerings on anything other than an open altar. Levitical law is very specific about this.

A calf is a baby; it can become "a bull" or "a cow".
