Stop insulting the intelligence of the reader, while cops are disciplined a little in Europe -and especially UK-, they are terrorists elsewhere.
It remains the case, even if we assume that they were..that they're not supposed to be. That would be a systemic failure. You insult your own intelligence. Cops don't have guns so that they can be more effective terrorists.
