If chopping off hands stopped people from committing crimes there wouldn't be any need to chop off hands.
In mere reality, it doesn't make victims whole or prevent crime. People rarely choose crime in any direct or explicit sense in the first place. In case after case after case, other circumstances and choices lead almost inexorably to finding one's self in front of a judge. One of the more amusing tidbits from studies of the subject, is that the thing that people who rob fear most, is robbery. Not getting robbed. Not getting caught. They're terrified of doing the robbery. It's dangerous - and yet they still do it. If fear and cruelty worked, then people would avoid robbing people for fear of their life, not a hand. Anyone who stumbles into another persons home with the intent to rob them here in the US understands that their life is officially forfeit. They're not balking at a few fingers.
