Transgenderism is not a mental illness. Abuse often causes mental illness. And behaving transphobic towards trans people is a form of abuse. And a thunderously widespread abuse at that.
It's been a while since I've looked at this topic. However, the feeling of dysphoria shouldn't be affected by society. The dysphoria is a result of incongruence between your gender identity and biological sex. That feeling of mismatch is what causes the dysphoria. Facing a transphobic society might add to that a whole assortment of issues such as depression, but it shouldn't make the dysphoria better or worse.
Secondly, I don't know how you are defining mental illness. Sometimes the words illness and disorder, even condition, become unnecessarily stigmatized. Psychologically speaking, transgenderism is abnormal. This is first and foremost a statistical determination not a medical one. I believe clinical psychologists before labeling something a disorder, look for additional impairment or distress. Meaning that the person is suffering because of the condition, or their work and social lives are being affected.
