That's a misapprehension. Patrol officers in the us do a relatively easy job for generous compensation.
That is an uber pertinent stat. 40%..I won't check it, but I will point out that this 40% is coming from something like 12% of the population.
You misunderstand the issue, which is not an issue of personal racism with an individual officer. Systemic racism does not require a racist cop to effect these outcomes. It would be more the case that officers are trained and empowered to be pathologically homicidal by a systemically racist institution.
Much the same way that it's done to intentionally produce combatants. Between gear and warrior ethos and legal protection - the arc of the police training universe bends towards shooting a guy. Never has to happen. They could have beaten this guy mercilessly just as easily as they shot him, or not done either thing. These are not chance outcomes, and cops..ultimately, work for Bad People... drug addicts, people who resist, super strong minorities completely immune to electricity - too. I really wish that we could dispense with the entire "may as well have shot himself" line of inanity, as a society.
We either accept summary execution as a penalty for resisting, or looking funny, or doing drugs, or scaring a cop... or we don't.
