The president promised that he would comply with it, but, like every other promise he made on the campaign trail, that failed to materialize. You're not looking at an unenforceable law, you're looking at a lawless president. No law is enforceable if the metric is whether or not a lawless despot will follow it.
"Enforceable" is misleading. Again, it does not matter what system humans set up, the word "enforcement" always depends on those who make the laws and the citizens under those laws, to have a collective majority desire to do so.
I certainly will defend western open concepts of society, and pluralism, but none of that is a given, ever.
Only participation and vigilance prevents monopolies of power.
