The general feeling is that purging the member list would not be beneficial to the forum as a whole.
There are two main reason for this. The first is that the member count gives a certain impression of the health of the forum, lowering this may discourage others from joining. Secondly, many members may join but not contribute for some period of time but still visit periodically. If they where to be purged and their account deleted they may well not bother registering again when they are ready to participate.
As has also been suggested, there are some good search and filtering options on the member list page which can place all non-contributers at the bottom, if you so wish.
