Oh, rubbish. You can’t have it both ways. If actions and consequences are God’s creation, then God has always known that some people are going to Hell, no matter what they do - they are unable to make choices that will prevent their going to Hell, because all of these so-called ‘choices’ have already been made FOR them.
And - to return to the topic - this is the very quintessence of evil: to knowingly create people for the express purpose of seeing them eternally damned.
