Regardless of what you think of the remaining 2 1/2 minutes of the video, the first 15 seconds do pretty clearly show a riot squad officer chasing a fleeing woman, knocking her down, and hitting her with his baton. And if there were alternate explanations for what exactly was happening or what would have made something like this defensible, somehow, I get the feeling that at least one of these guys would have at least said so.
But they didn't. The city of Portland released this memo from the former members of the RRT that explains why they did it. While they didn't explicitly say something like "we believe it is our right to knock fleeing people to the ground and hit them in the head," given that they A) waited until one of their own had been indicted, B) claimed that not being able to do shit like that is somehow making their jobs harder, even though I fail to see how tackling and beating a fleeing woman who may not even be a protester is supposed to help their job, it's kind of hard to see it any other way.
