Based on eyewitness reports, this does not sound like a terrorist attack, but a simple structural failure. Witnesses described it like thunder, and shaking, like a landslide or earthquake. If it had been an explosion, they would have described it like a bomb, but nobody has as of yet.
But just like the bridge collapse in Minneapolis, lack of funding for inspections. This CONDO collapse is simply another argument against "no rules" deregulation that the GOP for the past 40 years has advocated for.
I'd guess, and yes, this is speculation on my part, key weight support like I beams or rebar over time were probably exposed to moisture and oxidization and rusted, and could no longer support the weight designed for causing the collapse of a higher deck causing a pancake domino event.
