Northern California's rainfall runs mostly to the ocean due to the relatively lower population density. Building a pipeline has been discussed for decades, but that has environmental impacts, as well. We are extremely chary of wasting water in our house. In the '90s when we had a drought (previous house), the water company doubled our bill on some portion, saying we needed to conserve. My wife explained that there 5 people living where there, and two of the children were in diapers. They increased our allotment, in some sort of anomaly in the bureaucratic structure. We still used the same amount, but at least we weren't being penalized.
