Considering you will probably do prison time for both 1. vigilantism and 2. Assault - yes I would have to say both are bad.
In some areas you would likely do equal amounts of time.
But that’s the consequence of the behaviour, not the behaviour itself (and I have serious doubts as to whether a conviction in Situation A could be obtained).
In other words, you dodged the question.
