I have tried to explain to the odd devout Christian that saying "I'm sorry" is often a complete irrelevance. Other people are under no obligation to forgive us for ANYTHING.
Saying "I'm sorry" does not absolve one of responsibility,nor indeed imply everything is now just dandy.
What should people do? Oh, I don't know,perhaps put themselves to some level of personal cost and/or inconvenience to make amends. The Japanese have a charming custom of killing themselves to apologise. However, I think that is probably overkill sometimes.
