Ethnicity may be an arbitrary human construct, but we understand what it means.
The set of "people that hang around in an atheist chatroom" is not an ethnicity, despite being another arbitrary construct.
Things can evolve though socially to include new and/or altered fixed definitions . Race seems to have done that , even gender.
Don’t see why ethnicity should be different. I think even as things are it’s possible to jam it in as an ethnicity
