Let’s do a hypothetical. Someone is stalking me with a pistol. I manage to sneak up behind him and brain him with a rock. In this situation, the rock is - by the only metric that means anything - the ‘better’ weapon. On the other hand, if we’re facing each other and standing 10m apart, his gun is going to turn out to be a better weapon than my rock.
A gun is an overall better weapon is those situations that call for a gun.
