But not to anyone who ends up in hell. If heaven is only available to believers, when you add up the pleasure and pain of all the individuals involved the afterlife will be several orders of magnitude worse.
I also saw that in another post you claim that neither heaven nor hell will last forever. If that were so, why even bother? Why not just leave the dead in their silent, painless graves rather than reviving them for a temporary redo?
