There is an investigation underway at the UN to determine if Russia can be removed as a permanent member of the Security Council. The UN Charter recognizes the USSR, not the Russian Federation. In fact, there is nothing in the UN Charter or in any UN resolution that recognizes Russia as even a member of the UN, let alone a permanent member of the Security Council.
There is also no provision in the charter for the successor of a dissolved nation to inherit the status or membership of its predecessor.
