Because they fucked up. They KNOW they fucked up, and they can't bring themselves to say how badly they fucked up. In a high-stakes fuck-up like this, people are going to lose their jobs, and once word gets about regarding who was involved in the fuckuppery, they'll have a hard time getting employed elsewhere (no one wants to hire a world-class fucker upper).
How the hell can a police department simply decide they're not accountable to the agency tasked with overseeing them? If they're no accountable to the Texas Department of Public Safety, they're sure hell not going to think they're accountable to the citizens of Uvalde.
