many different countries have put satellites in orbit (many of them to spy on the others) These can easily be seen from the ground if you know where and when to look (easy to get the information) The observed paths follow the path path predicted by orbital mechanics. I myself have used radio to transmit a signal to and from some of these and the time delay observed matches the time predicted by the altitude of the satellite and the speed of light (same as the speed of radio waves) No governments were involved in this in any way and it's hard to think of any other explanation other than the satellites were in orbit about 200 miles high
