I don't quite understand what you mean by this.

A lot of countries have people who speak different languages. Sometimes, as in Switzerland, it works out. Other times people feel divided from each other based in part on language. 

Ukraine, as you probably know, has a fairly complicated history. When a country's parts keep changing, it's understandable that different language groups will be swept up together.

I mean, the Moscow tsars passed laws against the Ukrainian language. Indeed, the cultural center of Ukraine is in Lviv and Uzhhorod

Never did like those tsars.
