The US is not authoritarian because it supports someone else's fight against authoritarianism. If it is doing that somewhere, that's good.
Corrupt does not equal dictatorship; so not by his standards at all.

I was going by "drops below a certain level of democracy and openness." You're right that a government which drops below such a level need not be a dictatorship.
