It's hard to understand what you're saying. What does "blind market" mean?
It looks as though the data are only for violent crime, like armed robbery. Sometimes people aren't aware that wage theft is actually a bigger problem -- far more is stolen dollar-wise by employers than by shoplifters or armed robbers.
