Do you really don't know what "rule of law" means or are you just trolling me at this point? "Rule of law" means that rulers are not above the law. It means that laws apply equally to both the strangers and kings.
I know what it means, and I know that it has bugger all to do with the economy and economic freedom. For purposes of the Heritage Foundation index, 'rule of law' applies primarily to property laws and how they are enforced. If you would read your own links, you would know this.
