He also, like so many of his ilk, really understands nothing about illegal immigration. The vast majority of illegal immigrants didn't have to run, jump, or swim to get here. They came by plane on a perfectly legit visa and simply never left. How in the ever-loving fuck is locking down a border going to do anything about that?
It's not, but it's a great PR spin for the shitheads and dumbasses who are convinced that the people coming up over the border are going to steal their jobs.
